 COMMUNIQUE: GOMBE STATE SECURITY SUMMIT 2.0, ISSUED THIS 27th DAY OF FEBRUARY 2025, IN GOMBE, NIGERIA

Preamble:

We, the participants of the Gombe State Security Summit 2.0, comprising representatives from the Gombe State Government, Chairpersons of Local Government Councils, security agencies, traditional rulers, religious leaders, civil society organizations, community leaders, and other key stakeholders, having gathered at the International Conference Center, Gombe, under the theme: "Building a Safer and More Secure Gombe State: Addressing Insecurity through Collective Action,"

Recognizing the crucial role of security in sustainable development and peaceful coexistence, hereby reached the following resolutions:

Commendation for Leadership and Security Efforts:

We commend His Excellency, Bola Ahmed Tinubu, President and Commander-in-Chief of the Federal Republic of Nigeria, for his firm commitment to Nigeria’s security and territorial integrity. We also commend His Excellency, Muhammadu Inuwa Yahaya, Governor of Gombe State and Chairman, Northern States Governors Forum, for his unwavering commitment to security, peace, and stability in Gombe State. His administration's strategic investments in logistics support for security agencies, community policing initiatives, infrastructure development, and human capital investment have significantly contributed to making Gombe one of the safest states in Nigeria.

We also recognize and appreciate the efforts of security agencies, including the Nigerian Army, the Nigeria Police Force, the Department of State Services, the Nigeria Security and Civil Defence Corps, and other allied agencies, in ensuring law and order. Their commitment and sacrifice in safeguarding lives and property remain invaluable.

Commitment to Strengthening Security: 

Security is a shared responsibility, and we collectively commit to:

• Enhancing inter-agency collaboration, intelligence-sharing, and coordination among security operatives for more effective crime prevention and response.

• Strengthening community policing through the expansion of Gombe State Security, Traffic and Environmental Corps (GOSTEC) to oversee Operation Hattara, local vigilante and hunter groups, thus ensuring grassroots engagement in security management.

• Supporting initiatives that tackle banditry, kidnapping, farmer-herder conflicts, drug abuse, and youth restiveness through proactive security measures and community-driven conflict resolution mechanisms.

Addressing Root Causes of Insecurity: 

We recognize that addressing insecurity requires tackling its underlying causes, and we therefore resolve to:

• Invest in education, vocational training, and economic empowerment as tools for preventing youth radicalization and criminal activities.

• Enhance healthcare delivery and social services to promote the well-being of vulnerable populations and reduce socio-economic grievances that lead to restiveness and insecurity.

• Ensure food security and rural economic development by strengthening agriculture, enhancing access to markets, and restoring grazing reserves and forest reserves so as to mitigate resource-based conflicts.

• Ensure fairness, equity and justice in governance, conduct of security operations, and our daily activities.

Strengthening Community Engagement and Traditional Institutions:

• Traditional rulers, religious leaders, and civil society organizations shall continue play a central role in conflict resolution and peacebuilding through structured dialogue and mediation efforts.

• Further strengthen local security committees across all Local Government Areas (LGAs) so as to continue serving as a proactive mechanism for addressing existing and emerging security threats.

• Enhance community-based surveillance and intelligence-gathering, and ensure that local populations remain active stakeholders in securing their environments.

Regional and Federal Security Collaboration

• We call for enhanced cooperation among North-East states in tackling cross-border security threats, particularly insurgency, banditry, cattle rustling, kidnapping, arms trafficking and other organized crimes.

• We urge the Federal Government to continue strengthening security in the region through increased funding, personnel deployment, and modernization of security infrastructure.

Implementation and Monitoring of Resolutions:

• A Security Implementation and Monitoring Committee will be established to track progress on all resolutions adopted at this Summit.

• The committee will report periodically to the Gombe State Security Council, ensuring that recommendations are implemented in a timely and effective manner.

Conclusion:

We, the undersigned participants, reaffirm our commitment to peace, security, and sustainable development in Gombe State. We urge all stakeholders—government institutions, security agencies, traditional rulers, community leaders, and civil society organizations—to work together in upholding this declaration.

With unity, resilience, and sustained commitment, we shall continue to preserve peace, protect our communities, and build a safer and more prosperous Gombe State for all.

Mun fahimci cewa tsaro na da muhimmiyar rawa a ci gaban al'umma da zaman lafiya, don haka mun cimma matsaya kamar haka:

Yabo Ga Jagoranci da Ƙoƙarin Tsaro:

Muna yabawa Mai Girma, Bola Ahmed Tinubu, Shugaban Ƙasa kuma Babban Kwamandan Askarawan Najeriya, bisa ƙudurin sa na tabbatar da tsaron Najeriya da mutuncin yankin ƙasa.

Haka kuma muna yabawa Mai Girma, Muhammadu Inuwa Yahaya, Gwamnan Jihar Gombe kuma Shugaban Kungiyar Gwamnonin Arewa, bisa jajircewarsa wajen tabbatar da tsaro, zaman lafiya, da kwanciyar hankali a Jihar Gombe.

Mun jinjina wa gwamnatin sa kan manyan jarin da ta sanya a fannin tallafa wa hukumomin tsaro, da ƙaddamar da shirin ‘yan sandan al’umma, da bunƙasa ababen more rayuwa, da kuma saka jari a ci gaban ɗan adam, wanda ya taimaka matuƙa wajen sanya Gombe cikin jihohin da suka fi tsaro a Najeriya.

Haka nan muna yabawa hukumomin tsaro kamar su Rundunar Sojojin Najeriya, ‘Yan Sandan Najeriya, Hukumar Tsaro ta DSS, Hukumar Tsaron Fararen Hula ta Najeriya (NSCDC), da sauran hukumomin haɗin gwiwa, bisa sadaukarwarsu wajen kare rayuka da dukiyoyin al’umma.

Ƙudurin Ƙarfafa Tsaro:

Tsaro nauyi ne da ya rataya a kan kowa, don haka mun cimma matsaya a kan:

Ƙarfafa haɗin gwiwa tsakanin hukumomin tsaro, inganta musayar bayanan sirri, da daidaita ayyukan tsaro don hana aikata laifuka da saurin mayar da martani.

Inganta shirin ‘yan sandan al’umma ta hanyar faɗaɗa rundunar Gombe State Security, Traffic and Environmental Corps (GOSTEC) don su kula da Operation Hattara, ƙungiyoyin sa-kai, da mafarauta, domin tabbatar da cewa al’umma na da rawar takawa a harkokin tsaro.

Tallafa wa shirye-shiryen da za su magance fashi da makami, garkuwa da mutane, rikicin manoma da makiyaya, shan miyagun ƙwayoyi, da tashin hankalin matasa ta hanyar matakan tsaro da hanyoyin sulhu a cikin al’umma.

Magance Manyan Dalilan Rashin Tsaro:

Mun fahimci cewa don magance matsalar tsaro dole ne a shawo kan tushen matsalar, don haka mun cimma matsaya a kan:

Yin babban jari a fannin ilimi, horon sana’a, da bunƙasa tattalin arziƙi don hana matasa fadawa cikin ta’addanci da aikata laifuka.

Inganta kiwon lafiya da ayyukan jin ƙai don tallafa wa gajiyayyu, tare da rage matsin tattalin arziki da ke haddasa tashin hankali da rashin tsaro.

Tabbatar da wadatar abinci da bunƙasa tattalin arzikin yankunan karkara ta hanyar ƙarfafa aikin gona, sauƙaƙe damar shiga kasuwanni, da dawo da wuraren kiwo da gandun daji don rage rikicin da ke tasowa sakamakon takaddamar albarkatun ƙasa.

Tabbatar da adalci, daidaito, da gaskiya a gudanar da mulki, ayyukan hukumomin tsaro, da dukkan harkokin yau da kullum.

Ƙarfafa Haɗin Gwiwar Al’umma da Masarautu:

Sarakunan gargajiya, shugabannin addini, da ƙungiyoyin farar hula za su ci gaba da taka muhimmiyar rawa a warware rikice-rikice da tabbatar da zaman lafiya ta hanyar tattaunawa da sulhu.

Kara ƙarfafa kwamitocin tsaro a kowane yanki na Kananan Hukumomi don ci gaba da taka rawa wajen shawo kan matsalolin tsaro da ke faruwa ko masu iya tasowa a gaba.

Inganta hanyoyin bincike da tattara bayanan tsaro daga cikin al’umma, tare da tabbatar da cewa jama’a sun zama muhimman masu ruwa da tsaki wajen kare yankunansu.

Haɗin Gwiwar Jihohi da Gwamnatin Tarayya:

Muna kira da a ƙarfafa haɗin gwiwa tsakanin jihohin Arewa maso Gabas wajen yaki da barazanar tsaro da ke da alaƙa da iyakokin jihohi, musamman ta’addanci, fashi da makami, satar shanu, garkuwa da mutane, safarar makamai, da sauran manyan laifuka.

Muna roƙon Gwamnatin Tarayya da ta ci gaba da ƙarfafa tsaro a yankin ta hanyar ƙarin kuɗaɗen tallafi, ƙarin jami’an tsaro, da sabunta kayan aikin tsaro.

Aiwana da Binciken Ayyukan da Aka Cimma:

Za a kafa Kwamitin Aiwatar da Tsare-Tsaren Tsaro da Kula da Ayyuka domin bibiyar nasarorin da aka samu daga matakan da aka cimma a wannan taro.

Kwamitin zai riƙa gabatar da rahoto ga Majalisar Tsaro ta Jihar Gombe lokaci zuwa lokaci, don tabbatar da cewa an aiwatar da shawarwarin da aka yanke cikin gaggawa da inganci.

Kammalawa:

Mu, mahalarta taron, muna jaddada ƙudurinmu na tabbatar da zaman lafiya, tsaro, da ci gaban Jihar Gombe. Muna kira ga dukkan masu ruwa da tsaki—gwamnati, hukumomin tsaro, sarakuna, shugabannin al’umma, da ƙungiyoyin farar hula—da su haɗa kai wajen aiwatar da wannan kuduri.

Tare da haɗin kai, juriya, da jajircewa, za mu ci gaba da kiyaye zaman lafiya, kare al’ummominmu, da gina Jihar Gombe mai tsaro da ci gaba ga kowa da kowa.
