Governor Inuwa Flags-Off 20.55 km Road, Stormwater Projects at Gombe Special Capital Development Zone

…Names Redesigned Layout After Late Emir of Gombe, Shehu Abubakar

Gombe State Governor, Muhammadu Inuwa Yahaya, CON, has performed the flag-off and ground breaking for the construction of roads and stormwater drainages at the Gombe Special Capital Development Zone (BAP4 Layout) and the dualization of the Bauchi Road Junction through Federal Teaching Hospital to Potiskum Road. 

The event, which held on Thursday, is in furtherance of Governor Inuwa Yahaya's efforts to ensure sustainable and inclusive urban development for the growth and progress of the state. 

Speaking at the ceremony, the Governor highlighted the importance of the Gombe Capital Special Development Zone (GCSDZ) project, which was established in 2021 with the aim to address the challenges of urban neglect and inadequate public facilities. 

He explained that the roads and drainage projects encompass the construction of 20.55 km of road networks in the layout, including the dualization of the Gombe-Potiskum road at the cost of 20.24 billion naira.

The project includes gully erosion control through the construction of reinforced concrete drains covering 7.5 km of gullies from the Gombe International Hotel up to Nayi-nawa at the cost 3.98 billion naira; making a total of 24.22 billion naira for the two projects.

According to Governor Inuwa Yahaya, the dualization of the Bauchi Road Junction through FTH to FCE (T ) Potiskum Road is another critical component of his administration’s urban development strategy. He stated that the project is aimed at easing traffic congestion, enhancing road safety, and improving connectivity between key institutions and residential areas along that axis especially with the commencement of operations at the Ibrahim Dankwambo Ultra-Modern Motor Park. 

During the occasion,  Governor Inuwa announced the naming of the redesigned layout after the late Emir of Gombe, HRH. Shehu Usman Abubakar, saying the contributions of the late revered father to the creation and development of Gombe State are immeasurable, and it is only fitting that we immortalize his legacies through this significant development.”

“The Gombe Capital Special Development Zone (GCSDZ) project was established in 2021. It was borne out of the need to ensure sustainable and inclusive urban planning and development. The zone, covering 1,478.17 hectares and comprising about 12 layouts, is designed to provide advanced infrastructure, public utilities, and essential services to our residents. The project is intended to address the challenges of urban neglect and inadequate public facilities by entrenching strict urban planning regulations and robust enforcement”, Governor Inuwa stated. 

“At the heart of this project is the BAP4 Layout which has experienced significant underdevelopment due to inconsistent monitoring and enforcement by past administrations. For over four decades, many titleholders have failed to develop their plots, and all public-use components in the initial layout plan, such as schools, hospitals, religious centres, recreational centres, access roads, police and fire service stations, have been distorted. The layout is characterized by illegal conversions, subdivisions, encroachments, blockages of access roads, non-payment of ground rents, improper documentation, developmental stagnation and environmental degradation” the Governor added. 

Governor Inuwa Yahaya further announced that the redesign exercise has been completed, leading to the issuance of Executive Order Number 007, which revokes all rights of occupancy titles over lands situated in the BAP4 layout, to pave the way for a complete infrastructural overhaul of the layout in line with modern standards.

He also assured original landowners at the BAP4 layout of the Right of First Refusal, allaying their fears of complete revocation, saying “In line with our policy of inclusivity, and in the spirit of equity and fairness, the original landowners will be given the right of first refusal in the reallocation process, after successfully meeting the required authentication and revalidation criteria. Any surplus plots resulting from the redesign will be allocated to the general public in accordance with established regulations. This approach serves to preserve the legacy of the community and ensure that no property owner is unjustly affected by the process.”

Earlier speaking, the Commissioner of Works, Housing and Transportation and his counterpart for Environment, Water and Forest Resources, appealed to the people of the state to give their maximum support and cooperation to throughout the course of executing the projects. 

In his remarks, the Director General, Gombe State Geographical Information System (GOGIS), Dr. Kabiru Usman Hassan, explained that there was no intention to hijack any plot but the current state of the BAP4 layout has distorted the state master plan which the administration of Governor Inuwa Yahaya seeks to restore and eventually return same Right of Occupancy to valid owners.

On his part, the Managing Director Triacta Nigeria Limited, Engr. Elie Farhat,  pledged quality job and timely completion.

The event was attended by the Deputy Governor,  Dr. Manassah Daniel Jatau, Speaker of the Gombe State House of Assembly who was represented by his deputy, Rt.Hon. Sadam Bello, the Secretary to the State Government, Prof. Ibrahim Abubakar Njodi, the Chief of Staff, Alh. Abubakar Inuwa Kari, the Head of Service, Alh. Kasimu Ahmed Abdullahi, Hon. Taron wanda aka gudanar yau Alhamis, wani ɓangare ne na ci gaba da ƙoƙarin Gwamna Inuwa Yahaya na bunƙasa birane da ci gaban Jihar Gombe. 

Da yake jawabi a wajen bikin, Gwamnan ya bayyana muhimmancin aikin a wannan yankin na musamman wanda aka tsara a 2021 don magance matsalolin tsara birane duba da yadda aka yi watsi da yankin baya ga rashin isassun ababan more rayuwa. 

Ya yi bayanin cewa aikin ya haɗa da gina hanyoyi masu tsawon kilomita 20.55 a yankin, ciki har da tagwaita hanyar Gombe zuwa Potiskum a kan kuɗi Naira biliyan 20 da miliyan 240.

Aikin ya kuma haɗa da ɗinke kwari mai tsawon kilomita 7 da rabi don magance zaizayar ƙasa daga Otal ɗin ƙasa da ƙasa na Gombe har zuwa Nayi-Nawa, akan kuɗi Naira biliyan 3 da miliyan 980; wanda ya kama jimilla Naira biliyan 24.22 na ayyukan biyu.

A cewar Gwamna Inuwa Yahaya, tagwaita hanyar asibitin koyarwan zuwa FCE (T) kan hanyar Potiskum wani muhimmin ɓangare ne na dabarun bunƙasa birane da gwamnatinsa ta sanya a gaba. Yace aikin zai rage cunkoson ababen hawa, da inganta tsaro, da kuma kyautata alaƙa tsakanin manyan cibiyoyi da anguwanni, musamman yanzu da aka koma tashar motar zamani ta Ibrahim Ɗankwambo.

A yayin bikin, Gwamna Inuwa ya sanar da sauyawa yankin da ake sakewa fasali suna, inda ya sanya masa sunan Marigayi Sarkin Gombe, Shehu Usman Abubakar, duba da irin gagarumar gudunmawar da marigayin ya bayar wajen samo Jihar Gombe, kuma ya dace a rika tunawa da gudunmawar da ya bayar ta hanyar wannan gagarumin ci gaba.

“A shekarar 2021 ne aka tsara yankin ci gaban na musamman, mai girman kadada 1,478.17 kuma ya ƙunshi rukunin gidaje kusan 12, an tsara shi ne don samar ababen more rayuwa da ci gaba. An yi wannan tsarin ne don magance matsalolin rashin tsara birane da kuma rashin isassun ababen more rayuwa ta hanyar sanya tsauraran ka’idojin tsara birane da aiwatar da aiki mai nagarta,” in ji Gwamna Inuwa. 

Gwamnan ya ƙara da cewa “Sake fasalin wannan yanki na BAP4 wanda aka yi watsi da shi a fannin ci gaba ya zama dole, saboda rashin sanya ido na gwamnatocin baya. Fiye da shekaru arba'in, yawancin masu filayen nan sun gaza gine su, kuma duk ababen amfanin jama'a a yankin kamar filayen makarantu, da asibitoci, cibiyoyin addini, da wuraren nishaɗi, da hanyoyi, da ofisoshin 'yan sanda da tashoshin kashe gobara duk an gurbata su. An yayyanka filayen da sake sayar da su ba bisa ka'ida ba, da tottoshe hanyoyi, da rashin biyan harajin filayen, ga kuma gurɓacewar muhalli". 

Gwamna Inuwa Yahaya ya ci gaba da cewa, an kammala aikin sake fasalin yankin, wanda ya kai ga sanya doka mai lamba 007, wacce ta soke duk wani hakkin mallakar fili a yankin na BAP4, don share fagen yin gyaran fuska ga tsarin gine-gine don su yi daidai da na zamani.

Ya kuma ba da tabbaci ga asalin masu filaye a yankin na BAP4 tare da kawar da fargabar da suke da shi na soke musu damar mallakar filayen kwatakwata, yana mai cewa “A bisa tsarin mu na ƙarfafa haɗin kai, adalci da gaskiya, za a bai wa asalin masu fili damar sake mallakar filinsu bayan sun yi nasarar cika ka'idojin tabbatarwa da ake buƙata, tare da tabbatar da cewa babu wani mai filin da ba a yiwa adalci ba a tsarin."

Tun farko a jawabinsa, Kwamishinan Ayyuka, Gidaje da Sufuri da takwaransa na Muhalli, Albarkatun Ruwa da Gandun Daji sun yi ƙira ga al’ummar jihar su ba da cikakken haɗin kai da goyon baya don gudanar da ayyukan.

A nasa jawabin Babban Daraktan Hukumar Zamanantar da Harkokin Filaye ta Jihar Gombe (GOGIS) Dokta Kabiru Usman Hassan ya bayyana cewa babu wani shiri na kwacewa wani fili amma yadda tsarin BAP4 yake a halin yanzu ya gurbata, don haka gwamnatin Gwamna Inuwa Yahaya ta yunkuro don inganta shi tare da mayarwa masu asalin fili filayen su.

A nasa ɓangaren, Manajan Darakta kamfanin Triacta Nigeria Limited, Engr. Elie Farhat, yayi alƙawarin yin aiki mai inganci tare da kammala shi akan lokaci.
